Why Isn't John Corzine in Jail?

Steal a few hundred dollars from the cash register at the local convenience store, go to jail.
Steal 1.2 BILLION dollars, get interviewed by Congress and tell them, "I simply do not know where the money is." and you go home.
Justice.
